The best place to do this is Chidorigafuchi, a place where they blossom in such volume, that is considered the best spot to see them. There is also the option of taking a boat. There are gardens located all around Tokyo, and they make good places to stop, relax, and regain your energy, not to mention they are world-renowned for their beauty. Chinzanso Garden is one of the most loved.
